非伝統的金融政策と為替レート

抄録

グローバル金融危機以降,主要中央銀行は,極めて低い短期金利のもとで非伝統的金融政策を実施してきた.また,それ以前に日本銀行は量的緩和策を実施していた.本稿では,日本,米国,ユーロ圏,およびイギリスの4 中央銀行が採用した非伝統的金融政策が為替レートに及ぼす影響を,日次データを用いて分析した.その結果,非伝統的金融政策が為替レートに及ぼす影響は国・地域および時期によって異なることが明らかになった.特に有意な効果が見られたのは,日本銀行による量的緩和策とグローバル金融危機後の非伝統的緩和策,および,FRB による2009 年以降の量的緩和策である.これらの緩和策は自国通貨を0.3%から0.8%程度減価させるが,これは政策金利変更の1% ポイントの効果よりも総じて大きい.他方,効果の持続性をみると,有意な効果が観測される場合でも,その効果は総じて短命であり,日銀による量的緩和策を除き,前後3 営業日を含むウィンドウでは有意な効果は観察されなかった.

abstract

Bank of Japan (BOJ) adopted unconventional monetary policy (UMP) measures including quantitative easing (QE) during 2001-2006. Other major central banks also adopted various UMP measures after the global financial crisis.  the effects of these UMP measures on exchange rates using daily data.This paper investigates Investigating the quantitative effects of the UMP measures on exchange rates, we find that they depend on the economy and the period. BOJ’s QE during 2001-2006 and UMP after the global crisis as well as FRB’s QEs after 2009 had significantly depresiated home currencies. Their effects range from 0.3% to 0.78%, which are much larger than the estimated effects of the 1 percentage point change in short-term interest rates. Exploring the persistency of the effects of the UMP measures, however, we find that the effects of the UMP measures implemented after the global crisis were generally short-lived.
