出産・育児期の就業継続における就業時間帯の問題

抄録

 本稿では、出産・育児期の女性の就業継続に対して就業時間帯が影響すること、特に第1子出産後に勤め先に復職して以降に、夕方以降の勤務が就業継続の阻害要因となることを示す。出産・育児期の女性の就業継続に関してはかねてより労働時間が問題視され、政策的な支援メニューも充実してきた。しかしながら、就業時間帯が夕方以降を含む働き方が拡大し、新たな政策的課題になりつつある。本稿は、夕方以降の就業の問題を検証し、それが特に復職後に同一就業継続を阻害することを実証的に明らかにする。具体的には、所定終業時刻が午後18時以降の場合、たとえ勤め先の育児休業制度が利用でき出産退職をまぬがれたとしても、復職後に保育時間との両立困難から退職しやすい。ただ、保育所の送迎に対する家族のサポートが得られれば両立問題は緩和し、女性が就業継続しやすくなる。親との同居率が低下する現在、夕方以降の勤務をする女性に必要なのは、配偶者による保育所からの「お迎え」のサポートであることを分析結果は示唆する。

abstract

In this study, I would like to investigate working nonstandard hours, which can be defined by the case that women have to work at evening or night, and to discuss the negative impact of working nonstandard hours on women’s job continuation at the stage of childbirth/childcare. Women workers confront the problem of balancing of work and childcare after returning to work. So it is difficult to continue working if their working hours after returning to work do not fit their childcare hours. In this reason, many women who work at evening or night quit their jobs at the stage of childcare. But if women worker have her family member who can get baby to and from childcare center, she can continue her job more easily at the stage of childcare.
