1994年をさかいにして日本の労働組合は縮みはじめた.この傾向を押し戻す道は二つしかない.一つは景気の回復に伴う組織企業の雇用増を願うことである.二つは,未組織労働者の組織化をいままで以上に積極的に進めることである.本稿では後者の可能性を探る.主要な発見は,未組織労働者の7割弱は組合は必要だと考えているが,その多くは組合加入をためらっている.それは組合加入,組合結成にかかるコストを過大に見積もっているからである.組合結成のプロセスをみると,未組織労働者自らが労働条件や経営への不満が高じて立ちあがるケースがほとんどであるが,そのうちの2割では外部のオルグ等が事前に接触している.他方,組織化を働きかける労働組合をみると,専従者がいる組織は2/3であり,専従者の有無が組織化のための体制,活動状況そして成果に大きな違いをうんでいる.とはいえ,専従者のいる組織であっても,未組織企業の従業員や経営者に積極的に働きかけているのは1/3にすぎない.

abstract

This paper examines the possibility of the latter measure. About seventy percent of non-union members regard unions as necessary, while most of them hesitate to join unions. It is mainly because they overestimate the cost. Looking at how unions are being organized, in almost all the cases non-union members make up their minds, unable to endure low working conditions or bad communication between management and workers. In twenty percent of the cases, however, union organizers outside the firms get in touch with them before their decision. Regarding local organizations of unions which are expected to make approaches to non-union members to organize unions, organizations with fulltime officials, two thirds of the surveyed, are more active and perform much, better in organizing non-union members. Only one third of the active local organizations, however, visit unorganized firms and make appeal to their employees.
